The Ethics of Representing the Low Income Taxpayer before the IRS and U.S. Tax Court: The Impact of Circular 230 and the Tax Court Rules

Ethical issues in taxpayer consultations and representation at Tax Court proceedings including BALS/LITC and pro bono opportunities, U.S. Tax Court Rules of practice and procedure and effective representation in Tax Court proceedings.

Speakers:

Brian R.Harris, Esq. concentrates his practice in state and federal tax controversy, intellectual property, and other business litigation. Brian was previously a trial attorney with the Tax Division, U.S. Department of Justice.

Mitchell I. Horowitz, Esq., Buchanan Ingersoll & Rooney. Mr. Horowitz focuses his practice in the area of civil tax controversies with the Internal Revenue Service and Florida Department of Revenue, including U. S. Tax Court, federal district court and state court litigation, transactional and business law representation. He is the co-chair of the firm’s Tax Section.
