Topic: From Reconstruction to Jim Crow: A Legal Survey of America's Journey

Participants will be able to learn about our country’s journey from Reconstruction to the present age as it relates to race relations and inequality.  This will include a discussion on passage of the Reconstruction era civil rights laws, as well as the 13th, 14th and 15th Amendments; the journey towards convict labor in the South and its effect and influence today; the effect of the end of Reconstruction on race relations and the law; and the Jim Crow era and case law and social trends that accommodated the transition from Reconstruction to Jim Crow; and its relationship to today’s era.


Luis E. Viera, Tampa City Councilman, Pennington, P.A.. Luis is very active in his local community.  He is the former Chairman of the Hillsborough County Bar Association Diversity Committee and a former Chairman of the City of Tampa Civil Service Board.  He is a founder and former President of Lawyers Autism Awareness Foundation and previously served on the Board of Tampa Bay Best Buddies, an organization which assists and advocates for persons with special needs and developmental disabilities.  He was also the Incoming President of the Tampa Hispanic Bar Association and a member of the George Edgecomb Bar Association.

Tammy Briant Spratling is Executive Director of Community Tampa Bay, a non-profit that envisions a community free from discrimination in which every individual is treated with dignity and respect, with regard to their race, ethnicity, nationality, sex, gender, sexual orientation, socio-economic status, ability, faith, and or age.
